This page gives important information on the implementation of the TFN Proof-of-Principle program.

[edit] Proof-Of-Principle Framework

The TFN-POP is the abridged program name in connection with the funding received under Component B of the Ontario Research Commercialization Program.

As stated in Schedule B of the TFN - ORCP Component B Grant Agreement, "POP (Proof-Of-Principle) Funds created under ORCP must adhere to the following framwework and approvals process"

For the sake of clarity, please read entire text of the POP Framework. The POP Framework also provides additional details on eligible and ineligible expenses associated with the TFN-POP.


[edit] Sources of Projects for the TFN-POP

Sources of Projects:

  • Projects identified by TFN spin-out companies
  • Projects identified by Company Affiliates with links to Carleton University faculty and/or students
  • Projects that are "homegrown" with legitimate prospects for commercialization
  • Projects identified by non-Affiliates (anywhere in Ontario) with links to Carleton University
  • TFN Lead Projects with prospects for commercialization and social innovation
  • TFN Call For Proposals, December 2007, Ontario-wide


[edit] Process to Determine Projects Suitable for TFN-POP

Pre-Submission Stage: - Gate 0

  • A member of the TFN core team must be the project champion regardless of project source above;
  • Project champion must prepare a short description of candidate project for circulation to rest of TFN core team;
  • TFN core team comments on summary. Based on comments, project champion is responsible for filling gaps;
  • TFN core team meets with project proponents (face-to-face or teleconference using TFN-100);
  • Based on outcomes of meeting, TFN core team decides to invite applicant to submit full proposal to POP. Project champion is responsible for ensuring that proposal meets application requirements as set out by MRI (i.e., eligible costs, etc).
  • Proposals can be submitted at any time. It is recommended that we do not set specific dates or deadlines for submissions to the TFN-POP.


Proposal Review and Approval Process:

  • A "gate review" process will be adopted and as deployed in both Carleton University's TIM Program and the Foundry Program. Proposals submitted to the TFN-POP can receive full, partial or no financial support depending a) stage of gate approval and b) on recommendations by TFN core members.
  • For proposals requesting $10,000 or less, an internal review by TFN core members will suffice
  • For proposals requesting over $10,000, we will use an expert panel.


Proposal Administration:

  • Successful applicants will receive a formal letter of confirmation from TFN Prime (Tony Bailetti) describing level of dollar award (partial or full) along with other administrative details including reporting requirements.
  • TFN to transfer funds to successful applicant.
